Regarding the program you sent — it’s not working for me. The test reaches the end and just freezes there without finishing. As for the temperatures, everything seems okay. I tested it on The Witcher 3 with everything set to ultra and ray tracing enabled, while recording at the same time. Just as a stress test to push it to the limit. Obviously, it's an overload, but it's perfect for checking the temps.

Not finishing should tell you something. Not even running the throttle or stress tests.

File > Advanced Benchmark. If it passes that, 30 minute stability will really test your cooling solution.

I ran it on my system. Cinebench is fine. Single Thread Scored 610. Your CPU should be somewhere around 550-560 or better in the ST test. That 417 indicates throttling.
 
To add, I should not be doing stress tests during my long term stability test that is now in it's 286 day. Anyway, it passed with flying colors.
 
Okay, as promised, I'm back after changing the CPU—replaced the i5-13500 with an i5-14600KF. Guess what changed? That's right, nothing. The CPU wasn't the problem. I'm gradually starting to lose my sanity.
